Abstract
The aim of the proposed study is: (1) to provide a comparative analysis of the career system (i.e. recruitment, promotion and advancement) of researchers in selected countries and to assess the consistency of the measures taken in this area with the measures proposed by the European Union; (2) to analyse the systemic characteristics of the career system of researchers in Slovenia in relation to the recommendations of the Council of the EU (COM(2023) 436 final), the OECD report (document no. 113/2021) and the Charter and Code for Researchers; (3) the formulation of guidelines and recommendations at systemic/national and institutional level on how to improve the career system of Slovenian researchers in order to comply with the recommendations of the Council of the EU (COM(2023) 436 final), the guidelines in the OECD report (document no. 113/2021), and the Charter and Code for Researchers.
The research team has identified 4 objectives for the proposed research:
OBJECTIVE 1: To produce a comparative analysis of the recruitment system and career paths of researchers at normative and practical levels in selected countries (Austria, Czech Republic, Denmark, Finland, Croatia).
OBJECTIVE 2: To identify and analyse the systemic variables (at national and institutional level) that influence the career paths of researchers in Slovenia and compare them with the recommendations of the Council of the EU and the OECD.
OBJECTIVE 3: To conduct a horizontal comparative study between Slovenia and the five selected countries with the aim of identifying best practices that could contribute to the improvement of Slovenian research career system.
OBJECTIVE 4: Propose guidelines and recommendations to policy makers on how to improve the Slovenian R&D system in order to comply with the recommendations of the Council of the EU and the OECD.
In order to achieve the proposed objectives, the researchers will use several research methods.
In addition to desk research, they will interview the following people:
(1) researchers working in foreign (for this purpose the researchers will collaborate with the VTIS Association) and domestic research institutions,
(2) the management of selected domestic public research institutions and universities,
(3) policy- and decision-makers (from the ministry responsible for science, ARIS and NAKVIS),
(4) trade unions.
Two World Café workshops will be organised and a survey will be conducted among local researchers.
All methods will be combined with the aim of obtaining the most accurate data possible on the situation and challenges related to the career paths of researchers in Slovenia.
One of the outcomes of the proposed research will be guidelines and recommendations for policy makers on how to address the challenges of the Slovenian R&D system in order to meet the recommendations of the OECD and the Council of the EU.
Impact of the project:
The project will have a direct and indirect impact on the research sector, on policy makers, on the economy and on society as a whole.
(1) The impact on the research sector and policy makers lies in the fact that the proposed study will be a first comparative study that will also provide guidelines and recommendations for policy makers at the end.
(2) The added value of research for the economy will be that (a) the barriers at national and institutional level in Slovenia that prevent a stronger transition between the public and private R&D sectors will be defined; (b) the ways in which the state and companies can attract talent in the R&D sector and how they can also contribute to the commercialization of R&D activities will be identified.
(3) In terms of added value for society, the project will make an important contribution to increasing the potential and capacity of the research sector and provide a better understanding of the complex challenges of the present and future.
