Social marketing approach to planning and evaluation of interventions for sustainable mobility in Slovenia

Abstract

The project is relevant in the light of the Sustainable Development Goals, because efforts to encourage sustainable modes of mobility are important for reducing greenhouse gas emissions from transport and is therefore key to achieving the EU's climate targets. Transport accounts for a quarter of all greenhouse gas emissions in Europe, cars alone accounting for 12% of the EU's total CO2 emissions.

In Slovenia the problem of sustainable mobility is reflected among other things in the fact that people mostly drive cars for everyday errands even for distances of less than 5 km. Recent studies show that 65% of Slovenians consider it important to switch to sustainable modes of mobility, but few use alternative, more sustainable forms of transport such as public transport, cycling, walking. To bridge this gap, Slovenia is implementing among other measures a range of so-called soft measures to promote sustainable mobility, including different campaigns and education programs. The extent of the impact of these activities on actual behaviors is unknown, as there is no evaluation method developed to measure or monitor them.

Social marketing approach for behavioral and social change offers steps for designing and evaluating effective behavior change interventions, such as awareness-raising campaigns and education programs. One of the key steps is having a prior understanding of the factors influencing the choice of mobility modes; but this is currently superficial. Research is needed to gain a deeper understanding of the gap between the perceived importance of a shift towards sustainable mobility and the actual use of sustainable mobility modes, which could inform the design of more effective interventions to promote behavioral change towards sustainable mobility in Slovenia.

The phases of the project and their realization

The work programme is divided into four interlinked work packages to pursue the project objectives.

Work packages:
(WP 1) A systematic literature review on sustainable mobility and effective approaches to promote sustainable mobility modes
(WP 2) Development of criteria for the design and evaluation of sustainable mobility interventions
(WP 3) Preparation and implementation of a pilot study
(WP 4) Integrated project management

WP 1.  A systematic literature review on sustainable mobility and effective approaches to promote sustainable mobility modes
Months: 1-6; Duration: 6 months
Milestones:
M1.1 – Defined flow chart of literature search (3. month)
M1.2 - Collection of studies and content analysis of the data (6. month)
Results and outcomes:
R1.1 - Inventory of key factors for choosing (non)sustainable travel practices, methods for exploring behaviours and behavioural changes on sustainable mobility, and effective approaches to promote sustainable mobility practices (6. month)

WP 2. Development of criteria for the design and evaluation of sustainable mobility interventions
Months: 7-14; Duration: 8 months
Milestones:
M2.1 - Selection of methods for designing and evaluating interventions (8. month)
M2.2 - Draft of criteria for the design and evaluation of sustainable mobility interventions (14. month)
Results and outcomes:
R2.1 - Criteria draft for the design and evaluation of sustainable mobility interventions (14. month)

WP 3. Preparation and implementation of a pilot study
Months: 15-18; Duration: 4 months
