Abstract
Homelessness as a social problem has different manifestations in different parts of Europe, due to a multitude of factors, such as the differences in poverty rates, the impact of migration, the presence of shelters, the way in which local law enforcement services deal with the homeless and the role of national and local policies. These factors together not only determine the presence and visibility of this social phenomenon, but also have an impact on how data collection can be shaped.
The phases of the project and their realization
This project aims to develop a harmonized European methodology in homeless counts, taking into account the presence of national data collection strategy and also the important differences in local capacity. In the first phase include 10 member states in which the counts will be organized in the first year: Belgium, France, Germany, Hungary, Ireland, Italy, the Netherlands, Portugal, Slovakia, Slovenia. Our consortium of partners are situated in one of these member states and have strong connection with the homelessness sector and with cities. In the second year of the project this will be extended to 10 additional countries.
Results / Key findings
The research team from the Faculty of Social Sciences, University of Ljubljana and representatives of the City of Ljubljana have jointly compiled a list of organizations that offer services in programs to people from the ETHOS Light 1, 2 and 3 categories, and can use them in cooperation with the homelessness counting project. A total of 18 organizations participated in the count, including 16 non-governmental non-profit organizations and two public institutions. In this way, we were able to form a comprehensive network and include in the research all relevant organizations that work in the field of homelessness and housing exclusion in the Municipality of Ljubljana. In addition to organizations that work specifically in the field of homelessness, we also included some organizations whose programs are aimed at broader vulnerable groups of the population (eg. people without health insurance, migrant workers). The data collection was carried out on October 8, 2024 during the official hours of the participating organizations. Based on questionnaires among homeless people, the research enabled an overview of the extent of homelessness in Ljubljana, the socio-demographic characteristics of the persons, the duration of homelessness and the key reasons for homelessness.
