Prerequisits:

Students are allowed to participate in the course provided that they have completed the enrolment procedure. A precondition for accession to the written examination is positively evaluated seminar work.

Objectives and competences

The aim of the course is to acquaint students with analytical skills to deal with contemporary issues in various public policy fields within the EU. Key course-specific competences are knowledge, understanding and applicability of theories and approaches of European integration to the analysis of (contemporary) public policy problems in the frame of the EU; knowledge of EU public policies, identification and understanding of the variations between them; analysis, synthesis and critical evaluation of the EU institutional arrangement and all stages of policy process, with the application for the analysis of individual EU public policies (regulatory, redistributive, coordinative); knowledge of relevant professional terminology; application of core research as well as oral and written communication skills to report the results of its own analytical work.

Content (Syllabus outline)

The course deals with the analysis of the decision-making processes of selected EU public policies. The course is practically oriented and addresses the contemporary problems in different public policy fields, which include a set of regulatory (e.g. the environment and competition) and redistributive (e.g. cohesion and agriculture) EU public policies, as well as public policies that fall within the scope of policy coordination (e.g. education and employment) at the EU level.

Intended learning outcomes:

The key learning outcomes are: understanding of and ability to apply the theories and approaches of European integration for the analysis of EU public policies, the knowledge and understanding of decision-making processes and effects of various EU public policies; the analysis, synthesis and critical evaluation of the EU institutional arrangement and policy process with the application for the analysis of individual EU public policies (regulatory, redistributive, coordinative), and ability to prescribe the policies. Those learning objectives are verified according to their difficulty. Knowledge and understanding are evaluated by written examination of knowledge, with tasks requiring definition, description, enumeration or identification of phenomena with the basic concepts. The learning objectives of the analysis, synthesis and evaluation are verified with the examination of knowledge in the form of seminar papers on self-identified specific cases of EU public policies with the examination, argumentation, proposition, judgment and evaluation.

Learning and teaching methods:

Lectures, seminars, consultations, individual and group work with professor, oral presentation.
