Objectives and competences

OBJECTIVES: To give students an understanding of the complexities of modern complex crisis. To give students the ability to apply analytical instruments for exploration of crisis and crisis management. COMPETENCES: Understanding of contemporary crisis as endemic, compounded and self-perpetuating phenomenon. The ability of oral and written communication in English language. Analytical skills.

Content (Syllabus outline)

Global ‘risk society’. The definition of security crisis, crisis management and contemporary security surroundings. Complexity of crisis and concepts of complex crisis management, crisis coordination, crisis response networks. Selected cases of security-political crisis (political crisis, terrorist attacks, environmental crises, humanitarian crises, migrant crises and alike). Selected national crisis management systems, crisis management at the international level (NATO, EU, OSCE, UN), and their activities in solving national and international crises. Strategic and operational horizontal coordination of system mechanisms and crisis management activities within national state (e. g. intelligence services, police, military, civil defence, rescue and protection, diplomacy and alike) and at the international level (between international organizations). Civil-military cooperation in crisis management. Crisis management simulation.

Intended learning outcomes:

To define, classify, identify, describe, distinguish, compare, report, apply and analyse.

Learning and teaching methods:

Lectures, seminars, video material analysis, guest lecturer with practical experience in the field, short crisis response simulation game.


Paper and its presentation (30 %), simulation game (20 %) and written exam (50 %).
