Prerequisits:

Students are allowed to participate in the course provided that they have completed the enrolment procedure. Before writing the exam, the seminar activities need to be completed.

Objectives and competences

Objective: Objective is to give students an understanding of the threat of terrorism and the basic ways of countering this threat. Competences: Knowledge, comprehension and capacity of interpretation of terrorist goals, activities and related consequences. Knowledge and comprehension of the ways of countering terrorism at national and international levels. Capacity of analysing, and objective and critical evaluating of terrorism and counter-terrorism. Knowledge and evaluation of key dilemmas and problems of coping with the terrorist threat.

Content (Syllabus outline)

The course focuses firstly on theoretical and practical definitions of terrorism as a security threat, goals of terrorism, types of terrorism, causes of terrorism, NBC terrorism, state terrorism, international terrorism and sponsoring terrorism. Various problems in finding an universal definition of terrorism are discussed. In the empirical part of the course, students are acquainted with key terrorist organizations worldwide (structure, goals and strategies) and their activities. The second part of the course is focused on counter-terrorism and the entire spectrum of preventive and reactive measures – theoretically and based on some practical cases from selected countries and international organizations (EU, UN, NATO and OSCE). Special attention will be focused on the role of intelligence services, police services, foreign affairs, civil protection services, military, financial intelligence units, etc. Key international conventions in this field will be presented and discussed. Eventually, a relationship between human rights and counter-terrorism will be assessed.

Assessment

40 % Final grade is comprised of seminar paper and its presentation 60 % written exam
