Prerequisits:
Students are allowed to participate in the course provided that they have completed the enrolment procedure.
It is recommended that students have some prior basic knowledge from political sciences courses.
Objectives and competences
The objective of the course is to give students an understanding of the fundamental knowledge about the implementation and evaluation of public policies, programs, projects, together with practical (‘how to do’) analytical knowledge of conducting implementation and evaluation studies on concrete case studies.
Due to preparation of a project work students will acquire analytical competences as well as critical thinking and research skills together with an ability to use different research methods and techniques in the field. Due to an obligation to prepare (write and defend) a project work in a project team students will acquire written communication competences and due to an obligation to oral presentation/defence of a seminar work also oral communication competences, with a special added value of gaining team work skill.
Content (Syllabus outline)
This course includes the following main sets of contents: 1) The role of implementation and evaluation in analysing public policies in broader political contexsts; recognition of specifics and connections of the contents, processes, institutions and issues that are being monitored and evaluated; identification of policy goals and objectives, as well as also mechanisms for achieving them; 2) Models for implementation and evaluation of public policies; methodological approaches and designs, as well as also analytical procedures of monitoring, assessing, evaluating; designing implementation and evaluation research and relations with the research clients; 3) Applied value of theoretical and methodological knowledge for administrative-political purposes (especially related to the theories and concepts of governance and evidence based policies); 4) Limitations and aberrations of implementation and evaluation processes and practices.
Important part of this course is also devoted to the application of the gained knowledge on a selected case study analysis (in the frameworks of the team project works).
Intended learning outcomes:
Students understand, define, describe, identify, label, interconnect and on this basis present gained knowledge, concepts, theories, processes, relations. The can classify, discuss, interpret, analyse, explain, appraise, compare, generate, solve and apply the knowledge also on concrete case studies form practical everyday life. They are skilled in synthesising and critical evaluation of gained knowledge.

Assessment
Written exam 50 %
Project work and its presentation/defence. Condition to approach a written exam is positive grade of a project work and its presentation/defence 50 %.
