Prerequisits:

Students are allowed to participate in the course provided that they have completed the enrolment procedure. The course upgrades the knowledge obtained in the following courses: International Relations, International protection of Human Rights, Politics of the Law of Armed Conflict, and Introduction to Law.

Objectives and competences

Course objectives: - to gain knowledge in the basics of European Union and European human rights law and the effect of it; - to understand and to be able to apply human rights mechanisms and policies in Europe; - to gain the necessary skills for application of basic concepts from the field of law and political science for protection of human rights, and to be able to use legal mechanisms for their protection at global, European and national levels. Students will gain the following competences: - basic knowledge of EU law and of European human rights protection; - ability to analyse the degree of human rights protection; - ability to evaluate the current state and to propose measure for protection of human rights; - ability to place European human rights regime in international system of human rights protection; - ability to form arguments (pro/contra) related to protection of human rights.

Content (Syllabus outline)

The course covers the following topics: -basics of the European Union law; -European protection of human rights and its normative-institutional framework; -the protection of human rights in the EU, Council of Europe and OSCE; -the relevant topics related to the protection of human rights in Europe, in the EU and in the EU member states.

Intended learning outcomes:

A student: - knows the basic outlines of the EU law; - can place EU law in the context of Slovenian national law – with emphasis on human rights protection; - is aware of key institutions and documents related to protection of human rights in Europe; - understand s the history and evolution of human rights protection in Europe and in the world; - is capable to analyse, evaluate, and to synthesize the state and processes of human rights protection in Europe.

Learning and teaching methods:

Lectures and active in-class participation; -work based on pre-read literature; -Interactive activities: debates, presentations of written assignments. The ‘interactive activities’ will be defined by the yearly plan.

Assessment

Exam (40 %), long essay (20 %), research and in-class activities (40 %).
