Prerequisits:

Students are allowed to participate in the course provided that they have completed the enrolment procedure. Prior to taking a final examination students should receive at least 50 % for the research paper.

Objectives and competences

COURSE OBJECTIVES: - to give students an advanced knowledge about the phenomenon of EU actorness; - to equip students with theoretical understanding of the EU actorness; - to qualify students for independent theoretical and deep empirical analysis of EU actorness in a chosen field COMPETENCES: - ability to prepare a longer theoretical-conceptual analysis and use in an empirical case as written assignment (research paper); - gathering, analysing and evaluating the data, relevant for theoretical definition, understanding, analysis and solution of a chosen case of EU’s global actorness; - ability of oral and written expression; - ability of individual research work and discussion.

Content (Syllabus outline)

Treaty framework of the evolution of EU external action and all EU policies within this realm. Making sense of peculiarities of the sui generis nature of EU foreign policy actorness by using Theories of IR on external relations of international organizations and Foreign Policy Analysis on states’ foreign policy. Approaches within theories of European integration on EU external action; actorness, Europeanization of national foreign policies, external governance. EU capabilities for global actorness (diplomatic, economic, military and cultural). Europeanization of foreign policies of EU member states. Europeanization of states via EU enlargement policy and via European neighbourhood policy. Chosen cases of EU global actorness (climate change regime, international development cooperation, international regime of human rights protection, energy policy, space policy, migration management, interregionalism).

Intended learning outcomes:

Student: comprehends phenomenon of EU actorness in the globalized international community; differentiates between theories of International relations and European Integration, making sense of EU actorness; applies mentioned theories to independent analysis of EU actorness cases in the EU’s neighbourhood and globally; summarizes findings and critically evaluates EU actorness from the perspective of two dependent variables, i.e. a) EU’s foreign policy strategy and b) effects that EU actorness produces on international relations and international system

Lectures, individual research work and debate in class.
