Call for Enrolment in the academic year 2026/27 - Humanities and Social Sciences


On March 31, 2026, University of Ljubljana published the Call for Enrolment in the doctoral degree programmes of the University of Ljubljana in the 2026/2027 academic year.

STEP 1: Find study field

Number of enrolment places: 241 – in total for citizens of the Republic of Slovenia, citizens of EU Member States, Slovenians without Slovenian citizenship and foreign citizens.

STEP 2: Observe the deadlines

In accordance with the instructions in the joint part of the Call, enrolment candidates can apply on the eVŠ portal within two application deadlines:

1st deadline: 5 June 2026 (for citizens of the Republic of Slovenia, citizens of EU Member States and non-EU foreign citizens);

2nd deadline: from 15 June to 19 August 2026 (only for citizens of the Republic of Slovenia and citizens of EU Member States).

Candidates must complete and submit by the stated application deadlines their application for enrolment in the doctoral programme and all required evidence electronically via the eVŠ web portal. Enrolment will be completed by 30 September 2026 at the latest, at the member faculty that coordinates the field in question.

STEP 3: Check requirements for enrolment

The doctoral programme in the Humanities and Social Sciences is open to:

- Graduates of Bologna Master’s study programmes.

- Graduates of study programmes leading to university a degree.

- Graduates of study programmes leading to a specialisation, following a previously completed higher education study programme; upon the proposal of a field coordinator responsible for the doctoral programme, a competent body of a member faculty determines study obligations worth 30 to 60 ECTS needed for enrolment in the third level doctoral programme.

- Graduates of study programmes leading to a masters degree or a specialisation following the completion of a first degree; upon the proposal of a field coordinator responsible for the doctoral programme, a competent body of a member faculty acknowledges study obligations to the value of at least 60 ECTS, thus enabling enrolment in a third level doctoral programme.

Students who finished equivalent education abroad meet the conditions for enrolment in doctoral study. Equivalence of formerly obtained education abroad is ascertained through the process of verification of foreign education, in compliance with Article 121 of the Statute of the University of Ljubljana.

Before registration it is necessary to get the supervisor's agreement.

Your previous study will be assessed in the procedure for recognition of foreign higher education credentials or diplomas.

Criteria for selection of students

Criteria for applicants' selection in the case of enrolment restrictions:

  • grade point average in previous studies - 50%;
  • -oral exam/interview taken in front of an expert committee for the study field the candidate is applying for, accounts for the second 50%.

Upon the approval of the coordinator, an appropriate faculty member responsible for the doctoral study decides the applicant's suitability.

IMPORTANT:

Higher education institutions must, in accordance with the legislation governing the conditions and procedures for entry, exit and residence of foreigners in the Republic of Slovenia conduct a direct interview with the candidate before any further academic or administrative processing of the application. This requirement applies to foreign nationals who have submitted an application for admission to higher education in the Republic of Slovenia and who come from countries presenting a higher migration risk, as defined by the list of third countries whose nationals are required to hold a visa when crossing the external borders of the European Union. Where a higher education institution justifiably suspects that a candidate does not possess the knowledge demonstrated by the documents submitted with the application, the application shall be rejected. No appeal may be lodged against the decision of the higher education institution. By issuing a rejection decision, all procedures related to the candidate’s application for admission shall be terminated in full.

If, following the interview, the higher education institution establishes that the candidate meets the admission requirements of the degree programme, the academic and administrative processing of the application shall continue. Any costs incurred by the higher education institution in conducting the interview abroad or remotely shall be borne in full by the candidate.

STEP 4: Tuition costs and co-funding

Registration fee: approximatelly 40,00 €.

Tuition fee: 11.600,00 €

1st year: 3.800 €, 2nd year: 3.000 €, 3rd year: 2.200 € and 4th year:  2.600 €.

The tuition fee does not include the mandatory health insurance.

The selected students sign a learning agreement and pay the first year tuition fee. Students pay the tuition for the second, third and fourth year when they advance to the next year. Tuition fee for each academic year can be paid in three instalments – first upon enrolment, second in January, third in March.

Co-Funding for doctoral studies

Pursuant to the Decree for the co-funding of doctoral studies and the requirements and criteria for selection of candidates, adopted at the UL Senate, tuition fee co-funding will be granted to students meeting the following requirements:

  • they are enrolled in the 1st year of doctoral studies and have an average grade of completed education of at least 8.00 out of 10.00 (taking into account the grades of all accredited study obligations at the study programmes completed so far)
    o r
    they are enrolled in the 2nd, 3rd or 4th year of doctoral studies and have regularly advanced to 2nd, 3rd or 4th year of doctoral studies, whereby regular advancement is also deemed to be extended status for eligible reasons pursuant to the act governing higher education and the University of Ljubljana Statute, pursuant to the Article 49 of the Act Determining the Intervention Measures to Contain the COVID-19 Epidemic and Mitigate its Consequences for Citizens and the Economy, and also pursuant to the Article 41 of the Act Determining Intervention Measures for Recovery from the Floods and Landslides of August 2023;
  • they have not yet obtained the level of education matching the level of education obtained under third-cycle doctoral study programmes;
  • their studies under study programmes to obtain a PhD, although never completed, are not or have not been co-funded from public funds. According to this provision, students that have already been co-funded and regularly enrol in a higher year in a different doctoral study programme, are also NOT eligible for co-funding.

Knowledge of Slovenian language is not a requirement for co-funding and neither is Slovenian citizenship.

Cross enrolment is not co-funded and, furthermore, students enrolled in an additional year (dodatno leto) are not entitled to co-funding.

Doctoral student that want to be co-funded will sign a statement at their enrolment, with which they state that they meet the requirements listed above. Students can turn to the individual UL member (faculty/academy) at which they will be enrolled for more information regarding the process of checking the requirements.

Students are informed of the co-funding amount after enrolment in a doctoral study programme by their faculties, sometime in December. The co-funding amount for an individual student depends on the number of enrolled students meeting the requirements for co-funding.

In the case of funding provided by the Ministry for the new academic year and the fulfillment of the requirements listed above, students will be entitled to further co-funding.

STEP 5: Submit your enrolment application

Candidates for enrolment in the advertised doctoral studies programmes should submit applications for enrolment electronically, using the eVŠ portal.

Applications for enrolment must include the following:

  • Short CV with bibliography
  • Documents required for the recognition of education (see list in Step 6)
  • Outline of Ph.D. thesis (max 1000 words) which should inculde: title; comprehensive literature review as a basis for the scientific relevance of the proposed research; the research question(s) derived from the review of literature or/and thesis/ hypothesis; description of the research methodology, research methods and structure of the thesis; argumentation of the original contribution of the thesis to the selected scientific field; list of sources;
  • Consent of the supervisor / co-supervisor (appendix to application for enrolment).

Potential supervisors at the Faculty of Social Sciences

We strongly suggest to applicants to first contact the study field coordinator and consult with him/her about the relevance of the proposed topic of dissertation and the choice of a supervisor.

Documents (decisions, calls) and notifications related to the application and selection process will be served to candidates exclusively in electronic form via the eVŠ web portal.

Candidates whose applications are incomplete will receive, via the eVŠ portal, an electronic request to supplement their application. Applications that are not completed within the deadline specified in the request shall be dismissed.

 

Candidates will receive a request to supplement the application only if mandatory supporting documents and attachments have not been submitted. Candidates may also submit optional supporting documents and attachments, which will be taken into account in the event of limited enrolment. If optional documents are not submitted, the candidate will not be invited to supplement the application, even if enrolment is limited. In such cases, the selection procedure will be conducted on the basis of the documents and evidence received.

 

The candidate will be notified of a document served electronically via the eVŠ portal by an informational message sent to the email address provided in the application. The document(s) must be accessed electronically via the eVŠ portal following prior authentication. The candidate shall be deemed to have been informed of the contents of the document(s) upon accessing the eVŠ portal.

 

Upon personal service of a document via the eVŠ portal, the candidate shall electronically confirm the electronic proof of delivery. The date of such electronic confirmation shall be considered the date of service of the document. If the candidate does not access the document within five days from the date of receipt of the informational notification about the electronically deposited document on the eVŠ portal, service shall be deemed to have been effected on the expiry of that period.

 

The candidate is responsible for regularly monitoring the email address provided in the application and the eVŠ web portal, as all communication and any requests to supplement the application are conducted via these channels. The candidate must ensure that the email address provided in the application remains valid and must also check their spam or junk mail folder.

We strongly encourage you to start working on fulfilling all the formal requirements as soon as possible to avoid any procedural or other difficulties along the way. The Faculty of Social Sciences shall bear no responsibility with any procedures outside those directly related with studies at the University. For example, fulfilling of any requirements related to internal affairs (e.g. visas) are and will be considered as being entirely and solely the responsibility of the applicant.

STEP 6: Recognition of foreign education for enrolment in doctoral studies

The electronic application for admission submitted by a candidate who demonstrates fulfilment of the admission requirements with a foreign educational qualification will automatically be considered as an application for the recognition of foreign education for the purpose of continuing education at the University of Ljubljana

The recognition procedure must be completed before enrolment in the doctoral degree programme; candidates must therefore submit all required documentation in due time.

 

The required documents in the process of recognition of foreign education are:

 

  • Scan / photo of the Bachelor diploma (scan all the pages of the document)
  • Scan / photo of the Bachelor's diploma supplement, transcript of records or other relevant document in evidence of content and duration of education
  • Scan / photo of the Master diploma (scan all the pages of the document)
  • Scan / photo of the Master's diploma supplement, transcript of records or other relevant document in evidence of content and duration of education
  • Scan / photo of chronological description of the completed education (prepared and signed by the candidate)

Please note: In accordance with the Assessment and Recognition of Education Act, the decision on recognition shall be issued no later than two months from the receipt of a complete application.
