Objectives and competences
OBJECTIVES:
The main objective of the course is to acquaint students with the role of national public administrations of the Member States in the process of implementation of EU Directives (and Regulations); emphases are on building the capacities of public administrations and the development of common guidelines and principles of the EU, affecting a growing convergence of public administrations and construction of the so-called European administrative space.
COMPETENCES:
The student is able to: analyze the process of implementation of EU directives; evaluate changes in the public administrations of the Member States; critically reflect on the isomorphic impacts and issues of convergence; students acquire advanced research skills to analyze the capacities of national administrations and the optimization of the implementation capabilities.
Content (Syllabus outline)
The course provides content related to the processes of implementation of EU policies through public administrations of the Member States; course specifically addresses two dimensions of the European Administrative space, institutional and symbolic. The course provides content on the minimal standards of operation of public administrations of the Member States, of the implementation capacities of public administrations, and raises the question of convergence in this area, giving special emphasis on the latest research and trends in the field of analyzing convergence (as well as the various isomorphic influences). Additionally international recommendations for modernizing public administrations of the Member States are presented as well as the formation of European Administrative space.
