Short content

In the framework of the course from theories/concepts of the welfare state and the theories/concepts of the welfare system will be presented and following aspects will be discussed: • different processes and actors forming and developing different policies (employment policy, health policy, education policy, etc.) at the macro level; • different sectors/types of organisation/institution (public vs. private sector, for provit vs. non profit) that implement the policies at the mezzo level; • families and individuals and at the micro level. The basic social policy discourses/strategies will be discussed (discourse of classical welfarism, discourse of commercialism and consumerism,discourse of neoliberalism, discourse of participation and empowerment, social investment discourse) that are in use in Europe for planning and implementing reform; these reforms change the character of existing welfare systems and the role of their structural elements. The subject also adddresses the most recent changes of the welfare states and discourses, such as retrenchment of the welfare state, welfare state expansion (new social policy areas), flexicurity discourse, social investment and others.
