How to Improve Civil-Military Cooperation?

Civil-military cooperation is becoming increasingly important in the modern security environment, where complex crises are emerging. In his study, Prof. Dr. Iztok Prezelj from the Defence Research Centre UL FSS, highlights three categories of typical challenges in civil-military cooperation: 

• The human dimension: it is necessary to overcome differences in perceptions, values, and approaches to problem-solving; strengthen the exchange of information; and promote shared learning, mutual trust, and better understanding among participants. 

• Institutional dimension: It is crucial to strengthen coordination among institutions, reduce competition and duplication of efforts, and develop clear mechanisms for monitoring the effectiveness of interagency cooperation.

• Technical dimension: It is important to reduce barriers related to the compatibility of different systems, the lack of common standards and terminology, and to ensure the secure exchange of confidential data.
